I dont think one should have to have smart guides on to get a good solid snap to guides or intersections of guides. they should snap regardless. I create a 1000 X 1000 pixel Document. I create a Horizontal & Vertical guide… both are exactly placed at the 500 pixel mark. I am sure of this by checking the x & y boxes up top. I then try to drag the ruler reset tool to set the zero point directly in the center. Smart guides not snapping to artboard or other objects when multiple objects selected. If you select more than one object and try to snap to the artboard bounds it does not show any snapping.
